PRESIDENT'S CORNER
Preparations for the meetings next year are continuing; quite a bit of work has already been completed, but there is more work yet to be done. I would like to remind you that the 2000 SAEA annual meetings will take place in Lexington, Kentucky, January 29 to February 2, 2000. Again, I would like to strongly encourage your continued participation in all the activities at the meetings.
The Executive Board met June 29-30, 1999 in Lexington, Kentucky to begin planning for the 2000 meetings, to select the invited paper sessions, and to conduct other business of the Association. I am pleased to report to you that four excellent invited paper sessions were selected by the Board for presentation at the 2000 meetings. The selection of these was difficult since we had a superb set of invited paper session proposals submitted. Thanks to all of you who took the time and made the effort to submit proposals. The topics of the selected sessions and organizers were: (1) "The Millennium Round of Multilateral Trade Negotiations" organized by Glenn Ames and C. Parr Rosson III; (2) "Market Based Solutions to Environmental Problems" organized by Kimberly Zeuli; (3) "Modeling and Simulating Price and Yield Distributions for Risk Analysis in Agriculture" organized by Octavio Ramirez; and (4) "America's Forgotten People and Places: Ending the Legacy of Poverty in the Rural South" organized by Joyce Allen-Smith. I should point out that First Vice-President Hector Zapata has done a tremendous job in the coordination of these invited paper sessions.
Also, while at this planning meeting the Board had the opportunity to check out "Joe Bologna's" (a local restaurant famous for its Italian food). The Board was quite impressed with the food--pizza, pasta and delicious garlic bread. We will have Joe B. cater our SAEA reception on Tuesday night, February 1st, starting at 6 p.m. Our reception will take place within walking distance of our host hotel, the Hyatt--in a hall located within the St. Paul's Catholic Church facilities. I am quite certain that you will be very pleased with the 2000 SAEA reception--the food will be great! Also, be prepared to enjoy some Southern hospitality while in Lexington; you might check out the Lexington homepage link from our SAEA homepage (see above). I hope you get a chance to drive around the countryside and see our spectacular horse farms in the heart of the Bluegrass. For you basketball fans, the University of Kentucky Basketball Museum is located in the Rupp Arena complex, which is attached to the Hyatt.
Papers, Symposia, and Posters. Hopefully, by the time you get this Newsletter you would have already sent Second Vice-President Kimberly Jensen your Selected Paper and Organized Symposia proposals. I would like to thank all of you who have submitted papers and organized symposia proposals, and those of you that will help Kim evaluate submissions. Tim Woods will be coordinating the Poster Sessions at the Lexington meetings. Thanks to all who have submitted poster proposals.
SAEA Awards Program. As indicated in the last Newsletter, President-Elect Hal Harris will be coordinating the teaching, extension, and graduate student paper awards. The Lifetime Achievement Award will be coordinated by Past-President Eduardo Segarra. The deadline for award nominations is September 30. I would like to encourage you to nominate outstanding colleagues and graduate students for these awards. The number of nominations for these awards has been very strong in recent years, and we would like to continue having a good pool of nominees. Do not forget that the graduate student paper award carries a $500 cash prize with it, and that the winning paper is eligible for publication in the Journal. For more information on award nominations, see pages 10-11 in this newsletter.
Student Activities. The Executive Board is extremely pleased with the strong participation of undergraduate students in the student activities sponsored by SAEA. Much of this is due to the strong support by the many Departments of Agricultural Economics in the South who encourage their students to participate in these activities. I am pleased to report that the Board approved the request from Jim Casey-Senior Advisor, for $4,000 for travel grants for students attending the meetings. Please remember to encourage your students' participation at the meetings next year. The deadline to register in the Academic Quiz Bowl Competition is January 19. Additionally, we hope to have both undergraduate and graduate students meet each other as well as Departmental representatives at the Student Recruitment Fair. Please plan on bringing your Departmental displays to Lexington.
Meeting Space. As in previous years, the Executive Board would like to encourage the participation of regional committees and other working groups to submit invited paper proposals, organized symposia, and selected papers for presentation at the meetings via normal channels. However, the Executive Board also encourages the membership to hold both formal and informal meetings in conjunction with the SAEA meetings as a means of leveraging travel funds. If you plan to hold meetings requiring a meeting room in conjunction with the SAEA meetings, please avoid scheduling it during the formal sessions (i.e., Monday 8 a.m. to 6:30 p.m., Tuesday 8 a.m. to 5:30 p.m., and Wednesday 8 a.m. to noon). This should reduce both scheduling conflicts and room shortages. Arrangements for space during the off-hours should be made through Bob Nelson, SAEA Secretary (e-mail: rnelson@acesag. auburn.edu) until November 1.
JAAE News. The new editors of the Journal of Agricultural and Applied Economics, Charles B. Moss and James L. Seale, Jr., have successfully distributed their first issue (April, 1999), with a second issue (August, 1999) soon to be distributed. As you may recall from the Memphis meetings, the JAAE will now have three issues per year—April, August, and December. Additionally, five new members of the JAAE Editorial Council have been appointed: Timothy Park (University of Georgia), Octavio Ramirez (Texas Tech University), Xiang-Dong Qin (North Carolina A&T), Elias Dinopoulos (University of Florida), and Stephen Davies (Colorado State University). Appreciation is expressed to outgoing Editorial Council members: Henry Kinnucan (Auburn University), Bruce Dixon (University of Arkansas), Richard Kazmierczak (Louisiana State University), and Melvin Blase (University of Missouri). Thanks to former JAAE editor, Chung L. (Charlie) Huang (University of Georgia) for continuing to maintain the JAAE website. Check it out at the URL address listed on the heading of this newsletter. Thanks, Charlie, for your continued support and service to the SAEA.
New Secretary/Treasurers. As of the June Board meeting, transition of the new SAEA Secretary/Treasurers is complete. Robert Nelson and Walter Prevatt of Auburn University have begun their three year term. On behalf of the Association, I would like to take this opportunity to welcome Bob and Walt, and to sincerely thank Michael Dicks and Phil Kenkel (Oklahoma State University) for their many contributions to the SAEA over the past three years. In particular, Mike and Phil are to be commended for their improvements in the membership database and accounts receivable. Appreciation is also expressed to Oklahoma State University and Auburn University for their institutional support of the SAEA. A final thanks goes to Gloria Cook and Norma Eddington of Oklahoma State for their help with numerous SAEA activities--registration at the meetings, development of the Newsletter and annual meeting program, to name a few.
The new Secretary-Treasurers have been busy updating the SAEA homepage, with the help of Stephen Roark, and former SAEA President Patricia Duffy. Thanks Patricia for adding pictures of recent SAEA award winners from the Memphis meetings and thanks to Stephen for giving us a new look. New Officer Structure. As you are aware, for some years now the Executive Committee has been discussing the possibility of changing its make-up. With approval of our new Constitution and Bylaws by the SAEA membership at the Memphis meetings, we now have a new officer structure (see our SAEA Homepage for the new Constitution). According to the Constitution, "The Executive Committee of this Association shall consist of the following officers -- President (the previous year's President-Elect), the Past-President, and the following elected officers: President-Elect and three (3) Directors -- and a Secretary-Treasurer who shall be appointed." This new configuration allows broader representation on the Board, and will shorten the potential length of service of Board members from five to three years. This new officer structure is initiated with the enclosed ballot for President-Elect and three Directors. In order to start the process for eventually electing only one new Director each year, it is necessary this year to elect three Directors with staggered terms. So this year we will be voting for one Director who will serve a one-year term, another Director for a two-year term, and a third Director for the full three-year term. Next year, and every year thereafter, we will only vote for President-Elect and one Director. New officers will be introduced at the 2000 meetings in Lexington.
At the June Board meeting, we discussed reassignment of officer duties and agreed upon the following:
Annual meeting details would remain with the President and Secretary-Treasurer
Invited Papers and Organized Symposia would become the (new) responsibility of the President-Elect
Selected Papers would be assigned to a (new) committee
Posters would remain with a committee

Coordination of next year's Selected Papers for the 2001 meetings will be handled by a committee, similar to the American Agricultural Economics Association (AAEA). The Board would like to appoint this committee at the 2000 meetings in Lexington. Thus, VOLUNTEERS ARE REQUESTED! This presents a unique opportunity and the Board encourages relatively new faculty to volunteer. Contact any Board member for more information.

At the end of your term, what changes/new initiatives would you help to create? If I were to become President-Elect of the SAEA, I would not bring a personal agenda of changes or new initiatives. I would seek to insure that SAEA members have ample opportunity to communicate to SAEA leadership as to how SAEA as a professional organization might better serve their needs. I believe that a continuing challenge will be for SAEA to adapt to members' needs as rapid change continues to occur in the agricultural economy, rural communities, and natural resource issues, as well as in information and communication technologies. One specific question I would like to see considered is whether there is more SAEA could or should do to facilitate regular interaction for exchange of information and ideas among members heavily involved in the teaching mission of their institutions. The subjects of such interaction might include curricular matters, instructional methods, student recruitment, etc. |

Steve A. Halbrook is Vice President of Farm Foundation, Oak Brook, Illinois. In this capacity Steve works with all facets of the agricultural community, initiating and managing projects designed to bring producers, agribusiness, academic, government and community leaders together to examine important public policy issues. Steve is a native of Arkansas and received his B.A. from the University of Arkansas in 1973. He earned a Ph.D. in Economics from Iowa State University and his J.D. degree from Drake University School of Law. He is admitted to the practice of law in the District of Columbia. Prior to joining Farm Foundation in 1992, Steve was a sole practitioner working primarily in regulatory matters related to the dairy industry, worked as an economist for the Federal Reserve Board of Governors and USDA's Agricultural Marketing Service, and served as Executive Vice President of the National Dairy Promotion and Research Board. With Farm Foundation Steve has worked closely with agricultural economists and other social scientists in the academic community and private sector. He has served in advisory capacity to several regional Extension committees and ad hoc task forces. In addition to SAEA, Steve is active in AAEA, the Chicago Agricultural Economists Club, and the American Agricultural Law Association. Steve and his wife, Diane Ronning Halbrook, have two college-aged children and live in Hinsdale, Illinois. Steve currently serves as Junior Warden of Grace Episcopal Church in Hinsdale. At the end of your term, what changes/new initiatives would you help to create? If elected to the SAEA Board, I will devote much of my energy to exploring ways SAEA can reach out to agricultural economists who work outside the academic community. There are many agricultural economists working in county and regional Extension offices, financial institutions, trade associations, state and local government, non-profit organizations, federal agencies, and other private and public sector organizations. I believe SAEA has something to offer these individuals and that a more diverse membership will benefit everyone in the profession. In addition, I would like to look back at the end of my term to see an organization that seeks ways to engage its members in the issues and concerns of the citizens of the South. |

SAEA members will benefit from a better understanding of the issues of importance to this clientele group and they will benefit from a better understanding of the resources available from SAEA members. With the help of the other Directors, interested members and representatives from industry, state and federal government, I would work to create a formal structure for sharing ideas that could develop over time. |

Purpose of the Awards: To recognize significant contributions of individuals to the profession of agricultural economics, to bring such contributions to the attention of the profession, and to facilitate firsthand sharing of such contributions through annual SAEA meetings.
Nature of the Awards: The "Southern Agricultural Economics Association Awards for Distinguished Professional Contributions" are made annually and recipients share their award-winning contributions with the membership at SAEA annual meetings. More than one award may be made each year in each category based on the judgment of evaluation committees concerning the significance of nominated works. Committees shall not be obligated to make awards if no nominee is judged deserving. Each winner will receive a certificate of recognition.
Award Categories: Awards are considered for distinguished contributions to the profession as a result of:
Outstanding JAAE Publication
An Extension Program
The Teaching of a Course
Graduate Student Paper
Eligibility Requirements: Nominees must be SAEA members and actively involved in the area for which the work is nominated. The contribution nominated may be the work of a single individual or group of individuals. In the case of group awards, one-half or more of the contributing individuals must be SAEA members actively involved in the area of the nominated work. Graduate students must be full-time students (may be on part-time assistance) and student members of the SAEA. The focus of the Graduate Student Paper award is on single authored papers written for academic courses and not previously published in academic outlets or presented at professional meetings. Papers which are "cut and paste" from theses or dissertations will be disqualified. The publication award is limited to articles published in the Journal of Agricultural and Applied Economics (JAAE).
Selection Criteria: Selection of award winners will be made by committees appointed by the President of the SAEA. All nominations will be judged by the same criteria:
8. Relevance and importance of topic, problem, or issue addressed;
9. Application of appropriate economic principles, methods, and concepts;
10. Appropriate use of logic, scientific approach, method, or process;
11. Contribution of results and/or process to advancing the agricultural economics profession; and
12. Transferability of achievement to professional development of other economists.
Nomination Process
Outstanding JAAE Publication:
1. JAAE articles appearing in the previous year (1998) will routinely be considered by the selection committee. No supporting materials are required.
2. JAAE articles appearing in preceding years (before 1998) may be nominated for consideration by the selection committee. Nominations must include a copy of the article and letters (or other materials) supporting the relevance and professional quality of the nominated publication.
3. Invited and refereed articles are eligible for consideration.
Teaching of a Course:
1. Statements, no longer than two double-spaced pages, should be submitted by the nominator to the SAEA President-Elect. These statements should summarize the contribution of nominated works with respect to the evaluation criteria listed above as they relate to the teaching of a course of instruction.
2. A brief resume of teacher(s) nominated and a summary of course(s) covered by nomination.
3. A copy of formal evaluations and description of teaching aids or materials supporting nomination (VHS videotape sample of nominee's teaching would be helpful).
4. Letters supporting contribution of nominated work with respect to the evaluation criteria listed above (maximum of 3).
Extension Program:
1. Statements, no longer than two double-spaced pages, should be submitted by the nominator to the SAEA President-Elect. These statements should summarize the contribution of nominated works with respect to the evaluation criteria listed above as they relate to the extension program nominated.
2. A brief resume of extension economist(s) nominated and a brief summary of the extension program nominated.
3. A copy of formal evaluations and extension program materials supporting nomination.
4. Letters supporting contribution of nominated work with respect to the evaluation criteria listed above (maximum of 3).
Graduate Student Paper:
As stated in the above eligibility requirements, graduate students must be full-time students (may be on part-time assistance) and student members of the SAEA. The focus of the Graduate Student Paper award is on single-authored student papers written for academic courses and not previously published in academic outlets or presented at professional meetings. Papers which are "cut and paste" from theses or dissertations will be disqualified.
1. Statements, no longer than two double-spaced pages, should be submitted by the nominator to the SAEA President-Elect. These statements should summarize the contribution of nominated works with respect to the evaluation criteria listed above as they relate to a graduate student paper.
2. A brief resume of author of graduate paper nominated.
3. A copy of the nominated paper and a summary of any other directly related work of nominee.
4. Letters supporting the relevance and professional quality of the nominated paper (giving consideration to the professional status of author) and its value as an example for other graduate students (maximum of 2).
5. The winning graduate student will receive a $500 cash award and, if the student wishes, the paper will be published in the August issue of the Journal.
Award Winner Responsibilities: Acceptance of an award carries a commitment on the part of the award winner to share this work, in person, with other members of the profession at the next annual meeting of the SAEA. Award recipients will be asked to summarize and highlight their accomplishments in a poster presentation at the annual meeting. Poster session guidelines will be made available to award recipients.
Award winners will be notified at least 30 days before the annual meetings. Mail four copies of nominations for Distinguished Professional Contributions Awards by September 30, 1999 (postmarked, 1st class mail) to:

DEADLINE: SEPTEMBER 30, 1999
Purpose of the Awards: To recognize significant and enduring contributions in scholarship or public service to southern agricultural economics. Scholarship would entail teaching and research while public service would embrace not only extension but all other outreach activities in government and agribusiness.
Nature of the Award: The award shall be called "Southern Agricultural Economics Association Lifetime Achievement Award." The winners of the award shall be announced annually with the awards presented at the annual meetings of the SAEA. Each recipient will receive a framed certificate and a free membership to the Southern Agricultural Economics Association for the remainder of his or her life. The total number of recipients shall not exceed three annually.
Eligibility Requirements: Nominees must have completed at least 25 years of professional service and must have made significant and enduring contributions to the profession. This award is recognition of one's contribution to southern agricultural economics throughout a professional career. The award may be given posthumously. The recipient need not live (or have lived) in the southern region, but must have been a member of the Southern Agricultural Economics Association at some time in his or her career.
Nomination Procedure: Nominations must be made by SAEA members and/or agricultural economics and related departments. Nominations will consist of the following:
1. A statement, not longer than two double-spaced pages, summarizing contributions in scholarship (teaching and/or research) and/or public service (extension and other outreach activities including such activities in government or agribusiness) to southern agricultural economics throughout the nominee's professional career.
2. A detailed resume of the nominee.
3. Copies of not more than three published works which exemplify research contributions of the nominee and a brief summary of other works which provide tangible evidence of the nominee's contributions to southern agricultural economics; and/or summaries of courses taught, topics covered, formal evaluations of teaching, and not more than three tangible examples of teaching aids or other tangible examples of extension or outreach program materials exemplifying the nominee's contributions in public service to southern agricultural economics.
4. Letters indicating contributions the nominee has made to southern agricultural economics (maximum of 3).
Selection Committee: The Selection Committee for the Southern Agricultural Economics Association Lifetime Achievement Award shall be the Past President of the SAEA and three members of the SAEA, not on the executive committee, to be appointed to staggered three-year terms by the President. The current Past President will chair the selection committee and will be the liaison between the selection committee and the SAEA executive committee. The deadline for nominations is September 30, 1999 (postmark, 1st class mail). Mail four copies of nominations to:

Quiz Bowl and Graduate Fair for Undergraduate Students
The Student Affairs Committee wishes to remind everyone that there will be a Quiz Bowl for undergraduate students and a Graduate Fair for all students at the annual meetings in Lexington. Please help promote these worthwhile activities by informing your students and helping them get organized. We anticipate a January 19, 2000 sign up deadline and continuing the round-robin competition followed by a single elimination tournament for the Quiz Bowl. Please complete the form provided on page 9 in the Newsletter to enter your team and apply for assistance with undergraduate travel costs.
