PRESIDENT'S CORNER

Preparations for the meetings next year are in full swing. The 2000 SAEA annual meetings will take place in Lexington, Kentucky, January 29 to February 2, 2000. I would like to strongly encourage your continued participation in all the activities at the up-coming meetings.

The Executive Board will meet June 29-30, 1999 in Lexington, Kentucky to begin serious planning for our SAEA 2000 meetings. In June, we will meet with hotel representatives from the Hyatt to try to work out the kinks for our SAEA annual meeting before you arrive in 2000. Additionally the Board will select the invited paper sessions, and conduct other business of the Association. One of the most pressing issues is the reassignment of SAEA officer duties. At our annual business meeting in Memphis, the SAEA membership approved a new constitution and bylaws. Key changes include a reconfiguration of the Association's board, which will begin with the election of officers this fall. (See the Call for SAEA Officer Nominations elsewhere in this Newsletter.) Instead of a potential 5 year commitment by officers, the new constitution creates a 3 year commitment through the election of a President-Elect, who then becomes SAEA President the following year, and Past-President the subsequent year.

Additionally, the new constitution creates a 3 member board with staggered 3-year terms. Reassignment of the duties of the former 1st and 2nd Vice President (coordination of invited and selected papers, respectively) will be discussed at the June Board meeting, and the Board is definitely open to your suggestions. Thus, I would like to take this opportunity to solicit input from you, the membership at large, on this issue. You are welcome to contact any Board member with your views or ideas. Potential solutions include volunteers from the SAEA membership to chair a "selected papers review committee," similar to the process used by American Agricultural Economics Association (AAEA). I will report to you the results from the June Board meeting in the September Newsletter.

Papers, Symposia, and Posters. This year's Selected Papers and Organized Symposia are being coordinated by Kim Jensen, SAEA Second Vice-President. As you are aware, the use of a two-page maximum length abstract format for selecting papers has been adopted, and must be sent to Kim by Wednesday, August 25, 1999. Completed papers will be due approximately three weeks before the meetings. See the Call for Selected Papers and Organized Symposia elsewhere in this Newsletter for more details. Those of you interested in serving as selected paper reviewers or selected paper session moderators, please contact Kim as soon as possible.

Tim Woods will be coordinating the Poster Sessions at the Lexington meetings. The deadline for poster submission is September 3, 1999. See the Call for Posters in this Newsletter for more details. The Executive Board plans to continue the poster award program that has been in place for the past four years. I would like to take this opportunity to thank Tim Woods, Sukant Misra, and Donna Lee for their willingness to serve on the Poster Selection Committee.

SAEA Awards Program. No changes are anticipated in the SAEA awards program. President-elect Hal Harris will be coordinating the Teaching, Extension, and Graduate Student Paper Awards. The Lifetime Achievement Award will be coordinated by Past-President Eduardo Segarra. I encourage you to nominate outstanding colleagues and graduate students for these awards. The number of nominations for these awards has been very strong in recent years and we would like this to continue. Also, the Graduate Student Paper Award carries a cash prize with it, and the winning paper is published in the Journal. See the formal Call for Award Nominations in this Newsletter for more details, and remember to start planning early to prepare these nomination packages.

I would like to take this opportunity to thank all of those that have agreed to serve on the awards committees: Extension--Jim Pease, Merritt Taylor and Lee Meyer; Teaching--William Park, Steve Turner and Dixie Watts Reaves; Graduate Student Paper--Jeff Gillespie, Tesfa Gebremedhin and Lisa Offenbach House; and Lifetime Achievement--Leo Polopolus, Carl Anderson and Howard Clonts.

Student Activities. The Executive Board is extremely pleased with the strong participation of undergraduate students in the student activities sponsored by the SAEA. Much of this is due to the strong support by the many Departments of Agricultural Economics in the South who encourage their students to participate in these activities, and to the leadership and hard work of the members of the Student Activities Committee. This year, members of the Student Activities Committee are James Casey as senior faculty advisor, along with faculty advisors Octavio Ramirez and David Barber, and student representative Allison Pearce. Elsewhere in this Newsletter information is provided on the procedures to follow to participate in the student activities at the Lexington meetings. Financial Support and travel grants for student activities will be discussed at the Executive Board meeting in June.

Meeting Space. As in previous years, the Executive Board would like to encourage the participation of regional committees and other working groups to submit invited paper proposals, organized symposia, and selected papers for presentation at the meetings via normal channels. However, the Executive Board also encourages the membership to hold both formal and informal meetings in conjunction with the SAEA meetings as a means of leveraging travel funds. If you plan to hold meetings requiring a meeting room in conjunction with the SAEA meetings, please avoid scheduling it during the formal sessions (i.e., Monday 8 a.m. to 6:30 p.m., Tuesday 8 a.m. to 5:30 p.m., and Wednesday 8 a.m. to noon). This should reduce both scheduling conflicts and room shortages. Arrangements for space during the off-hours should be made directly with the conference hotel or through Vernon Boggs, the Secretary for the Southern Association of Agricultural Scientists (SAAS). Secretary/Treasurer News. As you are aware, Michael Dicks and Phil Kenkel will complete their three-year term, as Secretary/Treasurers at the June Board meeting and Robert Nelson and Walter Prevatt will begin their three-year term. On behalf of the Association, I would like to take this opportunity to sincerely thank Mike and Phil for the great job they have done over the last three years, and officially welcome Bob and Walt as our new SAEA Secretary/Treasurers. Additional thanks goes to Oklahoma State University and Auburn University for their institutional support of the SAEA. A final thanks goes to Gloria Cook and Norma Eddington of Oklahoma State.

Remember to start thinking about participating at the meetings in Lexington and nominating graduate students and colleagues for SAEA awards. The SAEA meetings in Lexington (my hometown via the University of Kentucky) will be a great opportunity to visit the heart of the Bluegrass and horse country. I look forward to your visit!

AWARDS FOR DISTINGUISHED PROFESSIONAL CONTRIBUTIONS
CALL FOR NOMINATIONS

Purpose of the Awards: To recognize significant contributions of individuals to the profession of agricultural economics, to bring such contributions to the attention of the profession, and to facilitate firsthand sharing of such contributions through annual SAEA meetings.

Nature of the Awards: The "Southern Agricultural Economics Association Awards for Distinguished Professional Contributions" are made annually and recipients share their award-winning contributions with the membership at SAEA annual meetings. More than one award may be made each year in each category based on the judgment of evaluation committees concerning the significance of nominated works. Committees shall not be obligated to make awards if no nominee is judged deserving. Each winner will receive a certificate of recognition.

Award Categories: Awards are considered for distinguished contributions to the profession in the following categories:
- Outstanding JAAE Article
- Outstanding Teaching of a Course Award
- Distinguished Extension Program Award
- Graduate Student Paper Award

Eligibility Requirements: Nominees must be SAEA members and actively involved in the area for which the work is nominated. The contribution nominated may be the work of a single individual or group of individuals. In the case of group awards, one-half or more of the contributing individuals must be SAEA members actively involved in the area of the nominated work. Graduate students must be full-time students (may be on part time assistance) and student members of the SAEA. The focus of the Graduate Student Paper award is on single authored papers written for academic courses and not previously published in academic outlets or presented at professional meetings. Papers which are "cut and paste" from theses or dissertations will be disqualified. The Outstanding JAAE Publication award is limited to articles published in the Journal of Agricultural and Applied Economics (JAAE).

Selection Criteria: Selection of award winners will be made by committees appointed by the President of the SAEA. All nominations will be judged by the same criteria:
1. Relevance and importance of topic, problem, or issue addressed;
2. Application of appropriate economic principles, methods, and concepts;
3. Appropriate use of logic, scientific approach, method, or process;
4. Contribution of results and/or process to advancing the agricultural economics profession;
5. Transferability of achievement to professional development of other economists.
Nomination Process:

Outstanding JAAE Publication:
1, JAAE articles appearing in the previous year (1998) will routinely be considered by the selection committee. No nomination or supporting materials are required.
2. JAAE articles appearing in proceeding years (before 1998) may be nominated for consideration by the selection committee. Nominations must include a copy of the article and letters (or other materials) supporting the relevance and professional quality of the nominated publication.
3. Invited and refereed articles are eligible for consideration.

Teaching of a Course:
1. Statements, no longer than two double-spaced pages, should be submitted by the nominator to the SAEA President-Elect. These statements should summarize the contribution of nominated works with respect to the evaluation criteria listed above as they relate to the teaching of a course of instruction.
2. A brief resume of teacher(s) nominated and a summary of course(s) covered by nomination.
3. A copy of formal evaluations and description of teaching aids or materials supporting nomination (e.g., VHS videotape sample of nominee's teaching would be helpful).
4. Letters supporting contribution of nominated work with respect to the evaluation criteria listed above (maximum of 3).

Extension Program:
1. Statements, no longer than two double-spaced pages, should be submitted by the nominator to the SAEA President-Elect. These statements should summarize the contribution of nominated works with respect to the evaluation criteria listed above as they relate to the extension program nominated.
2. A brief resume of extension economist(s) nominated and a brief summary of the extension program nominated.
3. A copy of formal evaluations and extension program materials supporting nomination.
4. Letters supporting contribution of nominated work with respect to the evaluation criteria listed above (maximum of 3).

Graduate Student Paper: As stated in the above eligibility requirements, graduate students must be full-time students (may be on part time assistance) and student members of the SAEA. The focus of the Graduate Student Paper award is on single authored student papers written for academic courses and not previously published in academic outlets or presented at professional meetings. Papers which are "cut and paste" from theses or dissertations will be disqualified.
1. Statements, no longer than two double-spaced pages, should be submitted by the nominator to the SAEA President-Elect. These statements should summarize the contribution of nominated works with respect to the evaluation criteria listed above as they relate to a graduate student paper.
2. A brief resume of the author(s) of the graduate student paper nominated.
3. A copy of the nominated paper and a summary of any other directly related work of nominee(s).
4. Letters supporting the relevance and professional quality of the nominated paper (giving consideration to the professional status of author(s)) and its value as an example for other graduate students (maximum of 2).
5. The winning graduate student will receive a $500 cash award and, if the student wishes, the paper will be published in the July issue of the Journal.

Award Winner Responsibilities: Acceptance of an award carries a commitment on the part of the award winner to share this work, in person, with other members of the profession at the next annual meeting of the SAEA. Award recipients will be asked to summarize and highlight their accomplishments in a poster presentation at the annual meeting. Poster session guidelines will be made available to award recipients.

Award winners will be notified at least 30 days before the annual meetings. Mail four copies of nominations for Distinguished Professional Contributions Awards by September 30, 1999 (postmarked, 1st class mail, no FAXed nominations will be accepted) to:

Southern Agricultural Economics Association

Lifetime Achievement Award

The Southern Agricultural Economics Association requests nominations for its Lifetime Achievement Award. This award recognizes individual distinguished contributions to the profession over a career.

Purpose of the Award: To recognize significant and enduring contributions in the scholarship or public service to southern agricultural economics. Scholarship would entail teaching and research, while public service would embrace not only extension but all other outreach activities in government and agribusiness.

Nature of the Award: The award shall be called "Southern Agricultural Economics Association Lifetime Achievement Award." The winners of the award shall be announced annually with the awards presented at the annual meetings of the SAEA. Each recipient sill receive a framed certificate and a free membership to the Southern Agricultural Economics Association for the remainder of his or her life. The total number of recipients shall not exceed three annually.

Eligibility Requirements: Nominees must have completed at least 25 years of professional service and must have made significant contributions to the profession. This award is in recognition of one's contribution to southern agricultural economics throughout a professional career. The award may be given posthumously. The recipient need not live (or have lived) in the southern region, but must have been a member of the Southern Agricultural Economics Association at some time in his or her career.

Nomination Procedure: Nominations must be made by SAEA members and/or agricultural economics and related departments.

Nominations will consist of the following:

     A statement, not longer than two double-spaced pages, summarizing
          the contributions in scholarship (teaching and/or research) and/or
          public service (extension and other outreach activities including 
          such activities in government or agribusiness) to southern 
          agricultural economics throughout the nominee's professional career.

     A detailed resume of the nominee.

     Copies of not more than three published works which exemplify research 
          contributions of the nominee and a brief summary of other works 
          which provide tangible evidence of the nominee's contributions to
          southern agricultural economics; and/or summaries of courses taught, 
          topics covered, formal evaluations of teaching, and not more than 
          three tangible examples of teaching aids or other tangible examples
          of extension or outreach program materials exemplifying the nominee's 
          contributions in public service to southern agricultural economics.

     Letters indicating contributions the nominee has made to southern 
          agricultural economics (maximum of 3).

Selection Committee: The Selection Committee for the Southern Agricultural Economics Association Lifetime Achievement Award shall be composed of the Past-President of the SAEA and three members of the SAEA, not on the executive committee, to be appointed to staggered three-year terms by the President. The Past-President will chair the selection committee and will be the liaison between the between the selection committee and the SAEA executive committee. CALL FOR SYMPOSIUM PROPOSALS

SAEA ANNUAL MEETINGS, January 29-February 2, 2000

Eligibility Guidelines: The purpose of an organized symposium is to stimulate discussion of a single theme or problem related to agricultural economics. Interdisciplinary proposals are welcomed and encouraged. The emphasis on audience discussion and participation distinguishes a symposium from a selected papers session. At least one participant must be a SAEA member. If not, a check for $20.00 for a regular membership for one year ($10.00 for students) should be sent to the Secretary/Treasurer of SAEA.

Submission Guidelines: Proposals must be submitted via E-mail no later than Wednesday, August 25, 1999. E-mail should be addressed to Dr. Kim Jensen at saeaos@agecon1.ag.utk.edu. The E-mail subject must be "SAEA Organized Symposium Proposal." The body of the E-mail must include the following items: a) name, affiliation, address, phone number, and E-mail address of the organizer, b) the symposium title, c) the name of the attached file containing the proposal, and d) the attachment file type (Word or WordPerfect). The proposal must be attached to the E-mail as a Word (Word97 or lower) or WordPerfect (Version 7.0 or lower) file and follow the submission format below. Proposals are limited to three pages in length, including the cover page (single or double spaced on 8 ½" x 11" paper with 1 inch margins on all sides, 12 pitch font). Selection, Presentation, and Publication: Acceptance decisions, based on evaluations by a committee from among the SAEA membership, will be communicated to the symposium organizer. All proposed participants must agree to be at the meetings prior to submitting symposium proposals. The time allotted to selected symposia will be one hour and 45 minutes, of which at least 30-45 minutes should include open discussion with the audience. Abstracts of selected symposia will be published in the Journal of Agricultural and Applied Economics.

Selection, Presentation, and Publication: Acceptance decisions, based on evaluations by reviewers from among the SAEA membership, will be communicated to authors. For accepted selected paper proposals, SAEA requires that a hard copy of your final paper be sent to Dr. Kim Jensen, Dept. of Ag. Economics, P.O. Box 1071, The University of Tennessee, Knoxville, TN 37901-1071 (phone: 423- 974-7231), with a postmark no later than January 10, 2000. Final manuscripts should not exceed 20 pages in total length (including figures, tables, and references) and must be double spaced on 8 ½" x 11" paper. Please see the back cover of a recent issue of the Journal of Agricultural and Applied Economics (JAAE) for other format guidelines. Authors of accepted papers will be allocated 15 minutes to present a summary of their paper at the SAEA meetings. Final versions of abstracts must be submitted via E-mail by January 10, 2000. Abstracts of selected papers will be published in the JAAE. Authors failing to meet the above January 10th deadline will not have their abstract published in the JAAE. Note: Abstracts will also be posted to the SAEA WWW site. Authors wishing to have the full text of their papers accessible through the site must provide a url link to their paper in the final version of their abstract submitted via E-mail. The Southern Agricultural Economics Association (SAEA) is soliciting proposals for posters to be presented at its 2000 annual meeting in Lexington, KY, January 29 - February 2, 2000.

Eligibility Guidelines: Posters on any aspect of agricultural economics are welcome. Posters presented or published previously are not eligible. At least one author must be an SAEA member. If not, a check for $20.00 for a regular membership ($10.00 student, $25.00 foreign) for one year should accompany the poster submission. No member may submit more than one poster as senior or sole author.

Submission Guidelines: All poster submissions will consist of a cover page and the poster proposal (two-page maximum). Details of the poster submission format are provided below. Hard copies of submissions should be sent by first-class mail to: Dr. Timothy A. Woods, 402 Agricultural Engineering Building, Department of Agricultural Economics, University of Kentucky, Lexington, KY 40546. Submissions must be postmarked by Friday, September 3, 1999. E-mail submission will be accepted and preferred where possible. These should be delivered to twoods@ca.uky.edu. by no later than Friday, September 3, 1999.

Selection, Presentation, and Publication: Acceptance decisions, based on evaluations by reviewers from among the SAEA membership, will be communicated to the authors. Acceptance for presentation will be based on (a) relevance of the topic, (b) contribution to knowledge, (c) clarity of communication, and (d) suitability for poster presentation. Selected posters will be presented at the SAEA meeting on poster-board (dimensions 4 feet by 8 feet) provided by the SAEA. All presented posters will be judged by the SAEA Poster Selection Committee and winners will be recognized at the meeting. Awards will be given to the top three posters overall, as well as to the outstanding teaching and outstanding extension submission. Abstracts of all selected posters will be published in the July 2000 issue of the Journal of Agricultural and Applied Economics. Submission Format:

Quiz Bowl and Graduate Fair
for Undergraduate Students

The Student Affairs Committee wishes to remind everyone that there will be a Quiz Bowl and a Graduate Fair for undergraduate students at the annual meetings in Lexington. Please help promote these worthwhile activities by informing your students and helping them get organized. We anticipate a January 19, 2000 sign up deadline and continuing the round-robin competition followed by a single elimination tournament for the Quiz Bowl.
